Background
The leadership organizations in Rochester in 2013 were having conversations with Performance Excellence Network on how Rochester Could move forward with pilot (including an update on DMC and how this could support DMC and other Rochester initiatives, what other leaders/organizations should be involved, the status of fundraising, whether this group is willing to serve as an initial steering committee, etc.)
Complex environment requires a systems approach to make progress. COE was a notion of working with PEN to do a lean 6-sigma type of analysis on the community's collaboration resources.
