DMCC approves $22M in capitral improvement projects for 2018

While the DMC EDA budget will rise from $3.5 million this year to more than $3.7 million next year, the city will contribute $122,000 less and Mayo Clinic's contribution will increase by $337,000.

Work is planned on 31 projects in 2018, but not all have received final approval.

 

"Most of them are non-sexy projects, but they need to be done to make changes coming to Discovery Square, the Titan project and all these things happening," board Treasurer Jim Bier said.

Rani, who is stepping down from the board, said the work being done will build capacity for future development.

Rochester Assistant City Administrator Gary Neumann said that's why the city is moving up some projects by using an added $3.35 million in city utility funds and avoiding future upgrades.

"We're doing some lines that will create capacity for all of Discovery Square and some of the other areas," he said. "In those cases, we would have been doing these many years in the future."

Also included in the capital-improvement plan is $6.35 million slated for transit and transportation projects, and nearly $3.6 million intended for other public realm projects, including redesign efforts in various subdistricts.

While 12 of the identified 31 capital-improvement projects are ready to start, eight will still require final DMCC board and city approvals. They include transportation projects, street redesigns and the Chateau Theatre project.

Another 11 items on the list, including Heart of the City design efforts and the city's new parking ramp, have started and didn't require new action Thursday.

Funding divide

Of the approximately $18.9 million in DMC resources being used for capital improvement efforts, the majority — $8.7 million — will eventually come from state funds. So far, only $2.67 million in state money has been received, but the remaining funds will be borrowed based on future payments.

A planned $585 million in public funding over 20 years is expected to come from five sources:

• $327 million in state aid

• $128 million in city funds

• $69.6 million in state transit funds

• $46.4 million in county transit funds

• $14 million from the local sales tax exemption

The state funding required $200 million in private investments before any funds were released. The DMC initiative achieved that level of investment last year, and $2.67 million was released as a percentage over the $200 million in investment.

"The state government is not giving us money until the metrics are met," Bier said, noting the delayed funding makes the DMC project unusual.

Project Phase Definitions
The following defines the various project phases:
  1. Available - a product, program or service is in production
  2. Develop - program or application is being developed
  3. Plan - idea is solid, stakeholders are identified, and there is strong commitment to go forward from all parties.
  4. Concept Phase - idea scoped out with enough details to give an early sizing and/or to build a proof of concept
    demonstration
  5. Pre-concept Phase - an early idea or a requirement.
About Beam
  • For the commercial sector, we tend to register startup activities (new companies and new commercial projects) that bring diversification and high-impact opportunities to the area.
  • For the non-profit sector, we wish to shine light on all the organizations and services that otherwise labor under relative obscurity.
  • Our hope is that dmcbeam.org will encourage cross-sector collaborations and creative solutions.

While there are a number of registries in the community, dmcbeam.org's  distinct value is to pilot a database with a data structure and categorizations that answer the questions such as: What organizations or projects/programs in our community that have purported relevance with some of the over-arching focuses put forward by initiatives such as DMC, J2G and Health Improvements?

This database could be used as one of the ways to explore the capacities of the community. If you are someone on an exploratory journey to learn about the greater Rochester community. dmcbeam.org could be an interesting first step.
