The city of Rochester on Monday backed two affordable housing projects — more than 200 total units — by providing $1.5 million in tax increment financing assistance to the developer.
The Rochester City Council went above the city staff's recommendation to support First Avenue Flats with a development assistance agreement for the full amount requested by the developer, $435,421.
