Who is eligible for DMC assistance?

Destination Medical Center plans have opened a host of development opportunities in downtown Rochester, but how will potential developers connect with DMC funding?

The answer to that question is part of an ongoing conversation between the city of Rochester and the DMC Economic Development Agency. The two entities have partnered to form a process that will guide developers through a three-phase application procedure.

Who is eligible for DMC assistance?

The DMC Development Plan — approved by the city council and the DMC Corp. board in April — identifies minimum eligibility requirements for "public infrastructure projects" to apply for DMC funding.

Public infrastructure projects are not restricted to public builders — private companies will have the opportunity to construct public infrastructure projects within the DMC concept, according to Terry Spaeth, city development director.

"The term 'public infrastructure' in the whole DMC legislation not only includes the typical public infrastructure, but the way that it's defined in the legislation is that it also includes private development projects that are recipients of any public assistance or funding," Spaeth said.

Public infrastructure projects could include mixed-use residential and commercial developments or any number of developments that are consistent with the DMC goals, visions and objectives, Spaeth said.

The application process

City and EDA staff members have laid out a three-phase process for DMC funding applicants, according to a statement from EDA Executive Director Lisa Clarke and documents provided by the city.

The process begins with a project concept meeting between a potential developer, EDA staff and city staff, followed by feasibility analyses and a pre-development meeting.

The second phase starts with a project application, submitted both to the city and EDA staff. During city and EDA review of the application, the city's normal development process would take place, including City Planning and Zoning Commission review, neighborhood meetings and department reviews.

If approved by both the Rochester City Council and DMC Corp. board, the project would move to the final phase: execution of DMC funding agreements.

However,


Why is it even necessary in the first place for such a story to explain what seems to be a 3 phase DMC funding request process?

3-phase process:

1. Concept Phase: meeting between a potential developer, EDA staff and city staff, followed by feasibility analyses and a pre-development meeting.

2. Application Phase: developer submits to both the city and EDA staff. During city and EDA review of the application, the city's normal development process would take place, including City Planning and Zoning Commission review, neighborhood meetings and department reviews.

3. Execution Phase: Approved by both the Rochester City Council and DMC Corp. board.

Wouldn't it be crisper and clearer if DMC EDA and/or City Planning develop a website that provides the step by step project funding applications that square the above narrative with the DMC documentation of funding application as depicted in this diagram?

It is ironic that in a city that aspires to be high-tech and a city that employs some of the most talented technologists (engineers and programmers) that it wouldn't think of funding a simple workflow engine that supports the DMC project evaluation and approval process.

The website should be a tool for developers and investors to apply for DMC funding and to have interactive dialog with DMC staff to clarify on concepts and procedures.  And the public can look up the funding and development status of each project.

Project Phase Definitions
The following defines the various project phases:
  1. Available - a product, program or service is in production
  2. Develop - program or application is being developed
  3. Plan - idea is solid, stakeholders are identified, and there is strong commitment to go forward from all parties.
  4. Concept Phase - idea scoped out with enough details to give an early sizing and/or to build a proof of concept
    demonstration
  5. Pre-concept Phase - an early idea or a requirement.
About Beam
  • For the commercial sector, we tend to register startup activities (new companies and new commercial projects) that bring diversification and high-impact opportunities to the area.
  • For the non-profit sector, we wish to shine light on all the organizations and services that otherwise labor under relative obscurity.
  • Our hope is that dmcbeam.org will encourage cross-sector collaborations and creative solutions.

While there are a number of registries in the community, dmcbeam.org's  distinct value is to pilot a database with a data structure and categorizations that answer the questions such as: What organizations or projects/programs in our community that have purported relevance with some of the over-arching focuses put forward by initiatives such as DMC, J2G and Health Improvements?

This database could be used as one of the ways to explore the capacities of the community. If you are someone on an exploratory journey to learn about the greater Rochester community. dmcbeam.org could be an interesting first step.
